Within the municipality's technical operations, about 70 employees work in the units: Street/Park, Waste, Water and Sewage Network, Water Treatment Plant, and Project & Investigation. The units with different areas of responsibility collaborate with each other in daily operations and in connection with investigations and investment projects. The geographical work area of Sollefteå Municipality's technical operations covers the entire municipality, and we are responsible for some of society's most fundamental functions.

The position is located in the Project and Investigation Unit with about ten employees who will function as a support function for other units as well as for other operations within the municipality. The unit is responsible for services such as project planning, project management, land and development, traffic, lighting, GIS, measurement, forestry, fees, water protection areas, and more.

We are now looking for a new team member who wants to take on the role of Land and Development Engineer, and perhaps we are right for each other? You will be offered stimulating tasks in a municipality on a strong upward trajectory with several establishments underway, where you and your colleagues will drive development forward!

RESPONSIBILITIES

In the role of Land and Development Engineer, you will be an important resource in Sollefteå Municipality's growth work with a focus on the green transition. This requires broad collaboration and development from a local perspective. You will work closely with both internal and external partners.

More specifically, you will:

  • Be the municipality's real estate legal expert in matters of property management, easements, property formation, and land law issues. You assess when there is a need for external support in any matter and lead this external specialist if necessary.
  • Be advisory and participate in projects within comprehensive and detailed planning work.
  • Assist in the purchase and sale of land, prepare, review, negotiate, and manage agreements such as land allocation agreements, development agreements, purchase agreements, lease agreements, easement agreements, and more.
  • Present cases for the municipal executive board.
  • Contribute to the professional development of colleagues and develop and manage archives, governing documents, working methods, and templates within the area of responsibility.
  • Drive development and improvement work within the unit and collaborate with the municipality's growth department and other municipalities in the region within the Sustainable Community Transition (HSO) project.

Monitoring the external environment is naturally part of the role, and you will represent the municipality in real estate-related matters with the Land Surveying Authority and serve as a referral body for overarching matters concerning land and real estate-related issues.

QUALIFICATIONS

To be successful in the role of Land and Development Engineer, we believe you have:

  • A completed university degree in surveying or law with a focus on land and property law, or alternatively, education in urban planning with the same focus.
  • We consider it essential that you have worked with corresponding tasks in another municipality, authority, or company.
  • Since the work requires a very good ability to express oneself pedagogically in speech and writing, you need to master the Swedish language fluently.

As a person, you are self-driven and have the ability to maintain a good structure in your work and remain calm in demanding situations. You have good pedagogical skills and are skilled at communicating legal positions to managers and employees in other professional categories.
